POLICY OF SOCIAL PARTICIPATION IN HEALTH

The Statutory Law on Health 1751 of 2015 established health as a fundamental right linked to the right to participation, indicating that the former comprises the right of individuals to participate in the decisions adopted by the agents of the Health System that affect or interest them.
In this regard, Resolution 2063 of 2017 indicates that the Social Participation in Health Policy aims to “plan and develop guidelines that allow the State to guarantee the right to social participation in health and its strengthening; and citizens to appropriate mechanisms and conditions to exercise participation with decision for the fulfillment of the right to health in the framework of the Statutory Health Law.”
This policy establishes five axes, which in turn consist of lines of action on which health agents/actors must work. For this reason, CEAD Alivium S.A.S., as a Health Services Provider Institution, adheres to the Social Participation in Health Policy and for its implementation, in accordance with the applicable axes and lines of action, links its users and collaborators, in order to contribute to their effective participation in the System and in the process of decision making and actions related to health.
The Right to Health and the Right to Social Participation
The Ministry of Health and Social Protection through the Module The Right to Health and the Right to Social Participation, Social Participation Policy, Resolution 2063 of 2017, defined the specific spaces for social participation in health, highlighting in said document the following:
In the health system there is a set of spaces for citizens and organizations to participate, for example, in public health processes, there is the COTSA (Territorial Environmental Health Council), the Territorial Disability Committees, the Community Surveillance Committees (COVECOM), among others.
Similarly, in the system specific spaces or mechanisms were created for citizens and organizations to participate, these are framed in Law 100 of 93 and its principle of participation, and was regulated with Decree 1757 /94 that created such spaces, which remain in force in the Unified Decree 780 of 2016 […].
The details of each area of social participation are established as indicated in the Ministry’s document, as follows:
COPACOS
According to Decree 1757 of 1994, community health participation committees are defined as a “space for consultation between the different social actors and the State”. COPACOS seeks to generate spaces for discussion and agreement among the different representatives of the territory, such as the municipal, district or metropolitan mayor or his delegate, the director of the most representative entity that provides health services, representatives of the educational sector, the church, Local Administrative Boards, Community Action Boards, social organizations with legal status such as associations, corporations or foundations of persons with mental problems or disorders, their families and caregivers, among others, community mothers and representatives of social organizations or forms of organization of persons with mental disorders, their families and caregivers, among others, Community Action Boards, social organizations with legal status such as associations, corporations or foundations of persons with mental problems or disorders, their families and caregivers among others, community mothers and representatives of social organizations or organizational forms that promote health programs in the territory [….].
ALLIANCE
According to Decree 1757 of 1994, they are a group of members of the contributory and subsidized regime of the General System of Social Security in Health, who have the right to use health services, according to their affiliation system, which will ensure the quality of the service and the defense of the user. The alliances or associations, in addition to being a communication channel between users and service providers, collect and follow up on suggestions, recommendations, concerns and improvement plans of users, referring to the quality and timeliness of health services, defending their needs, requests and rights […].
CONTROL
It is a form of social control in health, which must be exercised at the citizen, institutional and community level, in order to monitor public management, the results thereof, the provision of services and the financial management of the entities and institutions that are part of the General Social Security Health System.
The veedurías are developed as follows:
- At the citizen level through the community attention service, which will channel citizen oversight before the competent authorities, for the exercise of their constitutional and legal rights.
- At the community level through the exercise of the functions of the Community Participation Committees.
- Institutionally through the exercise of the functions of the Users’ Associations, the Hospital Ethics Committees and representation before the Boards of Directors of the IPS and EPS […].
How can our users participate?
CEAD participation mechanisms:
Information and Customer Service System – SIAU: personalized information is provided to file official communications, requests for procedures, petitions, complaints, claims and/or requests addressed to the IPS.
Suggestion box: for our users to deposit their requests, complaints, claims and suggestions, which are collected and analyzed for service improvement.
Satisfaction survey: in which you can rate the degree of satisfaction with respect to the care received in our IPS. This qualification allows us to make the pertinent corrections and improvements.
